Yes, but, in the universe of fan fiction, AU as a colloquialism means writing a story that places familiar characters completely outside of their normal setting, sometimes into a different time period or a different universe altogether. 

When I say AU, I mean it in the colloquial term used in the fan fiction writing world.

Besides, SVU has thousands of stories more than R&I and has managed to keep the vast majority outside the realm of the AU (not all, mind you, just the vast majority).
